Prime Minister directs state secretaries-general to begin immediate handover procedures

Prime Minister Mohamed Hassan Al-Taayshi directed state secretaries-general to begin immediate handover procedures — handover notes and a property and records inventory — reporting to the Ministry of Cabinet Affairs within a week, following the Presidential Council's abolition of the Civil Administrations Document.

Prime Minister Mr. Mohamed Hassan Al-Taayshi directed the General Secretaries of state governments to immediately coordinate with the relevant authorities to prepare handover and takeover memos, and to take the necessary measures to inventory and document the properties, documents, and operations of government units in the states.

In accordance with the Prime Minister's directive, the General Secretaries of state governments must submit detailed reports to the Ministry of Cabinet Affairs regarding the implementation status of the directives attached to the handover and takeover memos and relevant lists, within a period not exceeding one week from the date of issuance of the directive. The Prime Minister's directive comes in reference to the Presidential Council's decision regarding the cancellation of the civil administrations document, the dissolution of civil administrations in the states, and as part of completing the administrative and organizational arrangements resulting from that decision.

The Ministry of Cabinet Affairs addressed the General Secretaries of state governments, with the correspondence detailing the handover and takeover procedures, which include: preparing handover and takeover memos for ministries, departments, institutions, and government units in the states and localities; inventorying and receiving administrative, financial, and executive files, records, documents, and papers; as well as conducting a comprehensive inventory of government assets and properties, including buildings, real estate, vehicles, furniture, appliances, equipment, warehouses, and custodies. The Ministry directed the General Secretaries to inventory official stamps, letterheads, publications, and government documents, list them in separate statements, prepare a statement of the financial position—including existing financial obligations, contracts, and commitments—and inventory employee and human resource files, as well as administrative decisions and assignments issued by the civil administrations.

The Prime Minister also directed the preservation of government assets, properties, documents, and records, prohibiting their disposal, transfer, or alteration of their status except with the approval of the competent authority, with the inventory, documentation, handover, and preservation procedures to continue until further instructions are issued by the competent authorities.
